Initialize a Timer
Function InitTimer()
assigns a timer to run the function named
RunTimer().
Therefore RunTimer() will execute
while the timer runs.
Built-in function Set Timer by Function Name()
returns a handle to the timer.
Function InitTimer() will stop
the timer with Clear and Invalidate Timer by Handle()
if the time counter variable, PP Level N Time equals zero.
