Material Transparent Overlay
This diagram, in the Material Editor, applies a splatter of paint over an image, with transparency. The entire image isn't covered with the paint. Portions of the image receive spots of paint. The image, in this example is Nancy Pelosi. The color of paint is blue, representing Democrats. You can see Representative Pelosi's face through the blue splattered paint.
